Portfolio Tools Development Solution

The agency is seeking a vendor to provide a portfolio tools development solution to manage its Capital Improvement Plan. The project requires developing software tools using off-the-shelf Microsoft tools, specifically creating a new management process called Project Pro using the Microsoft Power Platform. This solution must be functional, intuitive, user-friendly, and cost-effective while providing visibility and insights across the entire organization. The system must centralize monthly contract data entry, including percent complete, invoiced amounts, forecasted spending, risk information, and project commentary. The agency requires interactive dashboards that allow users to examine performance by contract type, division, consultant, contractor, and project manager. The goal of this project is to strengthen governance, improve early identification of schedule and budget concerns, and give leadership clear, up-to-the-minute visibility into overall Capital Improvement Plan portfolio health. Bidders must be onshore organizations based in the United States only. The agency requires all performance of the work to be conducted offsite.
