Government Financial Management Software

The Borough of Naugatuck is seeking a government financial management software solution to serve its current and projected financial and administrative data processing needs. The agency requires a fully integrated, hosted system where all application modules are developed and maintained by the same proposing company to ensure a uniform user interface. The system must be written in the Java programming language and utilize Pervasive SQL Version 11 or above as its supporting database. The scope of work covers comprehensive financial management, budgeting, utility billing, and accounts payable functionalities. The software must allow end-users to run ad-hoc reports, export data to Excel, CSV, and PDF formats, and automatically update Excel spreadsheets as changes occur in the live database. Budgeting features must support historical data preservation, line-item justifications, multi-fund department entries, and the integration of performance measurements and annual goals. For utility billing and customer management, the system must display account ownership, property location, meter readings, consumption history, and balances due. Customers must have the ability to make secure online payments via credit card, debit card, or eCheck with real-time verification and PIN-based validation. The purchasing and accounts payable scope includes support for purchasing card payments, integration of fixed asset management with payables, and the creation of a paperless accounts payable process. Eligibility is restricted to onshore organizations based in the United States. The selected provider must perform all work offsite and include all future application software upgrades in the annual support fees. The agency is currently looking for proposals to determine the budget and accepts digital submissions via email or online.
