Connect Smart Platform

The issuing agency is seeking a vendor to provide services for the continuation of the operation and management of Houston Connect Smart. This advanced technology platform integrates Transportation Systems Management and Operations, Active Demand Management, and behavior change with multi-modal demand and mobility management. The project covers the deployed integrated model technology platform that helps disperse demand over time, space, and mode by providing a wide array of mobility options. The agency requires the vendor to provide integrated smartphone mobile applications in Android and iOS operating systems, along with their backend systems, as free downloads on the Apple App Store, Google Play, and other repositories. The mobile application must feature a multimodal trip planner with turn-by-turn navigation, carpooling options, an incentive-based option to promote less congested systems, and an integrated payment system, wallet, and unified fare collection system. Supported transportation modes must include transit, carpooling, ride-hailing, walking, and biking at a minimum. The scope of work also includes extensive comprehensive marketing to support the ConnectSmart program, covering app features, app version releases, and campaigns for outreach, recruitment, and awareness. Additional services may include software or code upgrades and installations. The agency is requesting proposals to determine the budget for this project. Only onshore organizations based in the United States are eligible to bid on this opportunity. The agency requires the performance of the work to be conducted offsite.
