Cloud-Based Enterprise Resource Planning (ERP) System

The county is seeking a comprehensive, cloud-based Enterprise Resource Planning system to replace and consolidate its existing financial, administrative, permitting, licensing, and reporting systems. This Software-as-a-Service solution must eliminate redundant data entry, reduce reliance on local servers, and provide a unified environment with role-based access. The agency intends to improve operational efficiency, internal controls, workflow approvals, real-time financial reporting, and long-range forecasting across all county departments and elected offices. The scope of work covers the acquisition, implementation, migration, training, and ongoing support of the new platform. Required core financial modules include General Ledger, Budget Development and Budget Management, Forecasting and Financial Planning, Accounts Payable, Accounts Receivable, Cash Management and Banking, and Payroll and Human Resources. The selected partner must perform all project work offsite. Only onshore organizations based in the United States are eligible to participate in this procurement. Bidders must submit their proposals digitally via email or through the online portal. The agency is currently looking for proposals to establish budget parameters, and all clarifying questions must be submitted no later than July 24, 2026.
