Law Enforcement Records Management System

The agency is seeking a vendor to provide a comprehensive law enforcement records management system. This system must include an incident reporting module for collecting, processing, and storing criminal and non-criminal incidents, alongside an online citizen reporting tool for non-emergency public reports. The platform must also capture calls for service from the existing computer-aided dispatch system via a direct interface and support traffic and crash reporting. The requested software must feature an intuitive menu structure, a centralized dashboard for tracking messages and cases, and user-friendly data entry with standard word-processing features. It must allow administrators to manage user accounts and passwords, communicate suspect information across multiple cases, and perform text searches within drop-down fields. The system must also provide reciprocity when linking cases, automatically updating both records when a link is established. Eligible bidders must be onshore organizations based in the United States. The selected vendor will perform all work offsite over a contract period of five years. Bidders must submit their proposals digitally via email or online, and the agency is currently looking for proposal submissions to determine the budget. A pre-bid meeting is scheduled for July 14, 2026.
