Payment Platform

The agency is seeking a vendor to provide a comprehensive payment platform to facilitate transactions from students, parents, guardians, alumni, third parties, and external sponsors. This solution must address the need for a unified system that handles higher education use cases, including tuition, mandatory fees, course fees, lab fees, program fees, housing, dining, and campus services. The platform must support credit and debit cards from major networks, ACH and eCheck payments, international payments, foreign currencies, payment plans, installment schedules, and both one-time and recurring payments through mobile-responsive and web-based interfaces. The scope of work requires self-service capabilities such as authorized user support for parents and guardians, real-time balance displays, payment confirmations, and automated receipts. For financial management, the system must enable integration, automated posting of all payments to student accounts, configurable business rules for payment application, and support for partial payments and payment prioritization. Administrative requirements include a web-based console, role-based permissions, and configurable settings for fees, surcharges, and payment rules. Eligible bidders must be onshore organizations based solely in the United States. The agency requires the performance of all work to be completed offsite. Bidders must submit any questions regarding this opportunity no later than June 26, 2026. The agency has not disclosed a specific budget and is looking for proposals to determine the cost.
