Worldwide Analyzer Software

The agency is seeking a vendor to provide worldwide analyzer software and deliver necessary updates to the software operating these worldwide analyzers. The agency needs to implement software updates that address upcoming legislative mandates, enhance the capabilities and data of the Vehicle Information Database, and improve oversight of the inspection and maintenance program. The scope of work requires amending the software to enable vehicle emissions inspections in additional counties, including Bexar County, and modifying the software to attempt communication with the Texas Information Management System once or twice during safety-only inspections. The selected vendor must also modify the software to receive and print portable document format files from the Texas Information Management System, which will contain vehicle safety recall information and vehicle inspection results. Additionally, the software must print this vehicle recall information when received during the communication session at the end of an inspection. Only organizations based in the United States are eligible to bid on this opportunity. The agency requires the performance of all work to take place offsite. Bidders must submit proposals that include budget details, as the agency is currently looking for proposal pricing. The agency has scheduled a pre-bid meeting for July 2, 2026, and requires all questions to be submitted no later than July 7, 2026.
