AI Deep Fake and V-Mail Phishing Platform

The agency is seeking a vendor to provide an artificial intelligence deepfake and voice-mail phishing platform. This platform must integrate with the Office 365 platform to support approximately 5,000 users. The agency needs to solve the problem of assessing and training personnel against sophisticated social engineering threats by simulating realistic impersonation scenarios. The scope of work covers multimodal deepfake support, including voice cloning, video impersonation, synthetic images, and artificial intelligence generated text. The platform must feature high-fidelity voice cloning from short samples of thirty to ninety seconds, video deepfake generation with face swap and lip sync, and custom persona creation for roles like the Chief Executive Officer or Chief Financial Officer. It must also support payload customization, real-time interaction simulation, user behavior tracking, risk scoring, Azure cloud deployment, content watermarking, and misuse prevention safeguards. Only onshore organizations based in the United States are eligible to bid on this opportunity. The selected vendor must perform all work offsite.
