Fiber Optic Infrastructure Extension Service

The government authority located in Estates, Illinois is seeking fiber optic infrastructure extension services. The agency needs to connect an existing handhole in front of the current Fire Station 22 to a new handhole and a designated temporary or permanent demarc enclosure at a new site facility. This project aims to establish a reliable, high-speed connection over an approximate distance of 400 meters. The scope of work covers outside plant engineering, underground and aerial installation, comprehensive testing, and end-to-end certification of the fiber optic cabling. The selected contractor must handle all labor, materials, permitting, right-of-way management, utility locating, trenching, boring, cable placement, and splicing. Specific requirements include installing a six-strand Single-mode armored, outdoor-rated fiber optic cable, implementing fusion splicing, creating service loops, and applying permanent, weatherproof labels according to agency IT standards. The agency requires complete testing, diagnostics, and verification upon completion of the installation. The contractor must perform bi-directional testing of all fiber strands using an Optical Time-Domain Reflectometer and an Optical Loss Test Set at both 1310nm and 1550nm wavelengths. Deliverables include PDF test reports with pass-fail metrics, trace graphics, and optical attenuation loss budgets, alongside detailed as-built GIS maps or CAD files showing the exact geographical path and depth of all buried conduits and handholes. Eligibility is restricted to onshore vendors located within the United States. The performance of the work will take place offsite at the designated project locations. The contract period will span one year, and the agency is looking for proposals to establish the budget. The agency has scheduled a pre-bid meeting for July 6, 2026.
