Restoration Strategies Study Service

The St. Johns River Water Management District, a government authority located in Palatka, Florida, is seeking a vendor to provide a restoration strategies study service. The agency needs to collect and review all existing environmental data, future restoration efforts, previous ecological studies, lake or basin feasibility studies, and local government data including reports, models, and management studies. This study aims to solve ecological challenges by exploring options to remove or mitigate nutrients and invasive species in the target lakes. The scope of work requires evaluating the impacts of raising the average lake level and increasing the depth in some or all areas of the lakes. The selected vendor must assess potential environmental impacts to water quality, water supply, native wildlife, and aquatic plants. Additionally, the study must analyze potential economic impacts to property values for surrounding and downstream properties, as well as impacts to surrounding businesses and opportunities for recreational activities like fishing and hunting. The agency requires a cost-benefit analysis conducted in accordance with a methodology that the vendor must submit and the agency must approve. Eligible bidders must be onshore organizations based solely in the United States. The work may be performed either onsite in Palatka or offsite. The agency is currently looking for proposals to establish the budget for this project. Bidders must submit all questions regarding this opportunity no later than July 08, 2026.
