Economic and Fiscal Analysis services

The City of Foster, California is seeking professional economic and fiscal analysis services on an on-call basis for development applications and long-range planning projects. The agency needs qualified firms to facilitate, lead, or assist planning staff with analyses for both city-initiated and private-initiated projects and initiatives. This work aims to resolve complex planning and development questions by providing clear financial, fiscal, and economic impact data to city decision-makers. The scope of work covers conducting fiscal, financial, and economic impact analyses, feasibility analyses, development cost analyses, and cost-benefit analyses. The selected providers will also conduct development impact fee or nexus studies for future code updates, analyze citywide policies, and evaluate reuse or redevelopment initiatives. Additionally, the agency requires peer reviews of economic analyses prepared by project applicants, as well as special economic and fiscal impact analyses authorized by the City Council. Eligible bidders must be onshore organizations based in the United States. The agency requires all performance of the work to be conducted offsite. Bidders must submit their proposals digitally via email or through the designated online portal, and the agency is currently looking for proposals to establish the budget and pricing structure.
