Solution for Automating the Extraction, Validation, and Ingestion of Document Data

The agency is seeking a solution to automate the extraction, validation, and ingestion of document data. The primary objective is to integrate this solution directly or indirectly with existing enterprise legacy systems, specifically Slate and Ellucian Banner, using standards-based APIs such as REST, JSON, or XML for bi-directional data exchange. The system must support both batch processing and real-time, on-demand parsing through an API, and it must be compatible with both on-premises and cloud deployment environments. The requested scope of work covers document parsing across multiple file formats, including text-based and scanned PDFs, Microsoft Word, Excel, plain text, images in JPEG, PNG, or TIFF formats, pictures, and handwritten documents, including multi-page files. The agency requires a solution that extracts relevant data preferably without creating templates, utilizing rules that authorized users can create or modify without vendor intervention. Additionally, the solution must feature a validation and correction interface for user review and approval of data prior to export, secure data export to CSV, Excel, or database formats, built-in dashboards for data extraction trends, and reporting metrics for accuracy rates, error frequency, and processed document counts. The selected provider must deliver comprehensive implementation support, including configuration assistance, user training, and technical documentation. Security requirements dictate that the solution must support Single Sign-On and Multi-Factor Authentication. To be eligible for this opportunity, the bidding organization must be located onshore within the United States. All performance of the work will take place offsite. The agency is looking for proposals to determine the budget for this project. The contract term will be for one year, and bidders must submit all questions no later than July 9, 2026.
