Cloud-Based Time Management System, Software as a Service

The issuing agency is seeking a cloud-based, Software as a Service time and attendance management system. The agency needs a solution that is widely accessible from Windows desktops and iOS or Android mobile devices without requiring any application file installations on local devices. The system must solve the problem of tracking employee hours by offering multiple login options, clock-in and clock-out capabilities, and tracking for lunch breaks and absences. The scope of work requires the system to calculate balances for hours, absences, and accrued flexitime, while also facilitating carry-forward hours and flexible leave. The software must generate alerts for managers and users regarding skipped clocking events and allow for manual adjustments by both parties. Additionally, the system must record all types of leave, allow the creation and modification of time and absence rules, and enable the review of attendance and absence data. The agency will evaluate proposals based on the quality of the proposed solution, the security and governance of the system, and environmental considerations. Only organizations based onshore in Ireland are eligible to bid for this contract. The selected provider will perform all work offsite, and the agency is currently seeking budget proposals from bidders.
