Strategic, Economic, Commercial and Organisational Advisory Services

The issuing agency is seeking strategic, economic, commercial, and organisational advisory services to support the development and delivery of various projects and programmes. These initiatives encompass capital investment in estate and infrastructure, the development of new services and delivery models, and commercialisation and income generation initiatives. Additionally, the scope covers organisational and operational transformation, alongside cultural and place-based regeneration opportunities, including a Cultural Tourism Campaign launched in 2024 to promote the area as a vibrant destination for cultural experiences and live entertainment. The agency requires varying levels of strategic advisory support to address these needs. Requested services include early-stage option development, programme and business case preparation, commercial, economic, and financial analysis, and implementation planning. The campaign will continue to exclusively feature agency Partners listed on the agency website. Eligibility is restricted to onshore United Kingdom organisations only. The performance of all requested work must take place offsite. The agency is looking for proposals to determine the budget for this initiative. The contract period will span three years. Bidders must submit all questions no later than July 14, 2026.
