Web-Based Portal Design, Implementation, Hosting, and Support Service

The agency is seeking a vendor to design, implement, host, and support a web-based, bidirectional Criminal Case Intake Disposition portal. This mission-critical, statewide system must be deployed in a controlled, low-risk manner that minimizes operational disruption, ensures system reliability, and allows for iterative refinement based on real-world use. The agency requires a vendor-agnostic architecture that avoids dependency on proprietary technologies or exclusive vendor platforms. All system integrations must rely on open, standards-based, non-proprietary APIs and data formats that are fully documented and available for use by the state and authorized third parties. The system must integrate with existing and future third-party systems, including law enforcement record management systems, prosecutorial case management systems, court systems, and evidence management platforms. The portal must be web-browser accessible with no proprietary client software required, support role-based access controls for users, division users, municipality prosecutors, and victims, and remain available twenty-four hours a day, seven days a week. For law enforcement referral functionality, the portal must handle case and tracking information as well as defendant information. Bidirectional integration requirements include exposed, documented APIs to securely tether the portal to the division's existing case management system, inbound transmission of referral data, preservation of the agency tracking number as a persistent identifier, automated case creation or population workflows, and case screening status tracking. The system must be scalable to support additional users and data volume without re-architecture and support external system integrations through exposed APIs. Only organizations based onshore in the United States are eligible to bid on this opportunity. The selected vendor must perform all work offsite. Bidders must submit their proposals digitally via email or online, and the agency is currently looking for proposals to determine the budget.
