Solid Waste Management System

The Municipality of Jasper is seeking a vendor to develop a comprehensive, evidence-based solid waste and organics management strategy. This strategy must position the municipality for reliable, cost-effective, and sustainable service delivery beyond the October 2027 Extended Producer Responsibility (EPR) implementation deadline. The agency needs to solve the challenge of transitioning to EPR-compliant residential recycling operations while understanding the impacts of maintaining separate municipally funded commercial recycling streams. The scope of work requires evaluating the current solid waste, recycling, and organics management system to identify opportunities for consolidation, modernization, and long-term operational improvement. The selected vendor must evaluate all options for the future of the residential organics program and the long-term ownership and operation of the Transfer Station, including infrastructure requirements, liability considerations, and operational alternatives. Additionally, the project covers developing the foundation for a complete asset management program for solid waste and recycling infrastructure, comparing municipal in-house delivery against contracted private services, and establishing a collection bin model for private land sites. Following the council's selection of a preferred modernization option, the vendor must develop a high-level implementation strategy that identifies key milestones, procurement considerations, and funding pathways. Only Canadian organizations are eligible to bid on this opportunity. The performance of the work will take place offsite. The agency has not disclosed a specific budget and is looking for proposals to determine the cost. Bidders must submit all questions no later than July 10, 2026.
