Emergency and Mass Notification System

The City is seeking an emergency and mass notification service that functions during a crisis and integrates into the municipal communication strategy. The agency requires a cloud-hosted solution with remote administrator access and secure, PCI Level 1 compliant storage of customer payment information outside of the agency information systems. The system must accommodate a minimum of 100 system administrators and 700,000 subscribers, allowing for an unlimited number of subscriber groups based on criteria like location, professional rank, and department. The requested scope of work covers multi-channel communication including voice, SMS text, email alerts, push notifications, computer desktop alerts, and public address alerts. The tool must support pre-recorded voice files, text-to-keyword functionality with multiple keywords, geofencing to reach users in specific areas, and automatic updates to Twitter and Facebook. The system must deliver multi-lingual alerts in English, Spanish, traditional and simplified Chinese, Haitian Creole, Cape Verdean Creole, Vietnamese, Portuguese (Brazil), Russian, Arabic, French, Somali, and American Sign Language. The agency requires a simple registration process for constituents via web, mobile app, or text, including the option to subscribe with phone or SMS only without a password or email. The tool and its messages must be compatible with all commonly-used web browsers on tablets or mobile devices without requiring additional downloads. Bidders must perform all work offsite and must be located onshore within the United States. The agency is looking for proposals to establish a contract period of one year.
