Electronic Health Records System

The agency is seeking a vendor to provide a fully integrated, user-friendly, and cloud-based Electronic Health Records (EHR) system. The agency needs to solve the challenge of tracking, documenting, and storing all actions from the initial patient interaction through billing completion. The selected vendor must possess a working understanding of local public health operations and provide continuous 24/7/365 support. The scope of work covers system software that complies with Federal Meaningful Use, legal, and professional standards, with the flexibility to adapt to future needs. Requested features include a patient portal, scheduling function, patient ID scanning, patient signature capability, and an appointment reminder system. The system must also support claims billing and submission, payment postings, data management backup, and up-to-date HIPAA security and privacy plans. The agency requires specific technical capabilities, including the import of PDF files, data conversion, and the ability to build or import custom forms. The system must feature bi-directional connections to both the Kentucky Immunization Registry and the Kentucky Health Information Exchange. The vendor must also generate clinical, financial, billing, and custom reports to satisfy grant reporting requirements. The project scope includes remote training and IT support after the initial implementation, alongside ongoing upgrades and updates for the EHR system. Eligible bidders must be onshore organizations based in the United States. All performance of the work will take place offsite. The agency has not disclosed a set budget and is looking for proposals to determine the cost.
