The agency is seeking a vendor to provide a web-based county code hosting platform. The system must support the current hierarchical organization of the county code, including chapters, sections, and optional intermediate groupings like articles and divisions. Navigation elements, such as tables of contents, must be automatically generated and updated based on the code structure. The platform must manage code content at defined, structured levels rather than as whole documents, allowing staff to create, edit, and update individual sections at a time. The system must support structured displays of non-standard content, including editor's notes, tables, and appendices, while also supporting flexible, non-sequential section numbering without requiring renumbering of existing sections. A persistent navigation interface, such as a left-hand sidebar, must be available for browsing, alongside clickable internal cross-references and external links. The public interface must be clean, user-friendly, accessible via standard web browsers, and visually consistent with current county code presentation standards. The platform must display code content in a readable, text-based, and ADA-accessible format. The agency is looking for proposals to define the budget, and the resulting contract period will be for one year. Only United States organizations are eligible to bid on this opportunity.
