RFI for Parking Solutions

The City is seeking information, concepts, and potential public-private partnership opportunities from parking solution professionals to develop, finance, construct, operate, or manage public parking solutions within the City Community Redevelopment Area. The agency is trying to solve a shortage of publicly available parking in its downtown area. To address this issue, the agency is requesting proposals for privately developed parking facilities, parking garages, shared-use parking arrangements, structured parking on public or private property, and mixed-use parking developments. Respondents must outline their anticipated financial models, including user fees, leases, revenue sharing, City contributions, private investment, or grants. Submissions must also detail any regulatory requirements the concepts might need, such as zoning changes, land use approvals, development agreements, or easements. The agency is looking for proposals to determine the budget and financial feasibility of these parking solutions. Eligibility is restricted to onshore organizations based in the United States. The selected partner must perform all work offsite at their own office premises. Interested parties must submit all questions regarding this request for information no later than July 14, 2026.
