IT Utility Network Enterprise Deployment Consultant Services

The government authority located in Minneapolis, Minnesota is seeking IT utility network enterprise deployment consultant services to improve system performance and enhance data integrity. The agency needs to streamline operational and engineering business processes while enabling modern advanced visualization, analysis, and information sharing across internal and external stakeholders. The selected consultant will support a system architecture where ArcGIS Utility Network serves as the authoritative spatial system of record for network topology and asset connectivity. The scope of work covers managing Utility Network schemas for water distribution, stormwater, and sanitary sewer, which will enforce topology, attribute rules, and network behavior. The project requires establishing a clear separation of operational, analytical, and optimization workloads, utilizing event-driven, real-time integrations and batch-oriented data extracts. The consultant must support the hosting of ArcGIS Enterprise, ArcGIS Pro, ArcGIS Online, and Field Maps as the core GIS and utility network layer. The agency requires integration with Maximo, which functions as the system of record for asset lifecycle, work orders, inspections, and maintenance. This integration must support bi-directional, real-time synchronization for assets, work order visualization, and field updates. The scope also includes supporting Trimble integration via ArcGIS Field Maps for two-way, real-time updates of as-built capture, field verification, and construction workflows. The external consumer layer must support GraniteNet asset condition assessment through one-way, batch-based consumption of curated GIS outputs to preserve network integrity. Eligibility is restricted to onshore, USA-only organizations. The agency requires the selected vendor to perform all work offsite at the vendor's own office premises.
