Esri ArcGIS Urban Scenario Planning Creation Service

The government authority located in Ithaca, New York, is seeking Esri professional services to establish foundational data for implementation in a robust ArcGIS Urban development impact analysis model. The agency needs to support existing integrations with critical operational and enterprise systems, including Cartegraph asset management and the Esri-suite, which consists of ArcGIS Pro and the ArcGIS utility network. To solve its planning challenges, the agency requires the integration of existing infrastructure capacity and utility network data into ArcGIS Urban analysis to estimate impacts and associated costs to serve development projects. The scope of work covers establishing templates for analyzing fiscal, housing, infrastructure, and related development impacts. The agency requires the establishment of fiscal analysis review principles and methodology to incorporate them as future metrics in ArcGIS Urban, including parameters detailing revenue impacts of proposed new developments and revenue impacts resulting from public infrastructure investment. The selected provider must incorporate accessible design practices in all models and deliver services in geospatial analysis, economic development analysis, land value economics, revenue modeling, suitability analysis, or spatial pattern identification. These services must support data-driven planning decisions in data collection and analysis, geographic information systems, fiscal analysis of development, scenario planning, master planning, digital twins, transect-based development, or environmental assessments. Bidders must be onshore organizations based in the United States to be eligible for this opportunity. The performance of the work can take place either onsite or offsite.
