Mental Health Consultation Services

The Chicago-based government authority is seeking a vendor to provide consistent, equitable, culturally responsive, and linguistically appropriate Mental Health Consultant services. The agency is currently struggling to secure and retain Spanish-speaking consultants, which limits equitable access for families. Additionally, the agency faces administrative and service delivery challenges due to managing multiple contracts across sites, resulting in fragmented coordination. The scope of work requires the selected vendor to deliver mental health consultation that supports social-emotional development, mental wellness, and classroom climate rather than focusing primarily on reactive or crisis-based services. The partner must collaborate with program leadership to support compliance monitoring, documentation, and continuous improvement in alignment with Office of Head Start Performance Standards. The project also covers strengthening partnerships with families, respecting family culture, language, values, and confidentiality, and performing all work onsite. Eligible bidders must be onshore organizations based in the United States. The agency requires all provided consultants to be state-licensed professionals, such as social workers, psychologists, or counselors, with specialized experience and training in early childhood mental health consultation. The agency is looking for budget proposals to determine the cost of these services, and bidders must submit all questions no later than July 16, 2026.
