RFI for Pharmacy Reverse Distribution Service

The Great Plains Area Indian Health Service is seeking information to identify qualified sources for pharmacy reverse distribution services for a government facility located in Sisseton, South Dakota. The agency needs a contractor to manage the return and destruction of expired medications, including controlled substances and hazardous drugs. This market research will help the agency determine the availability of qualified vendors before issuing a formal solicitation. The scope of work requires the contractor to provide self-service shipping labels that cover all shipping costs for expired medications. The contractor must supply detailed instructions for pharmacy staff to properly package these self-service shipping containers. Additionally, the contractor must arrange for the pickup of shipping containers within ten business days of a request from the service unit. The contractor must provide a certificate of receipt, manifest, invoice, or other suitable listing receipt for all received expired medications within sixty days of shipment. This documentation must specifically identify all controlled substances. The agency also requires the contractor to accept all non-returnable items, including hazardous drugs, for destruction at no additional charge. The contractor must apply all returns credit to the pharmacy prime vendor account within one hundred twenty days of the return. The contractor will bear sole responsibility for all travel, lodging, per diem, fringe benefits, federal, state, and local taxes, and any other costs pertinent to contract performance. All work under this contract will be performed offsite. This source selection is strictly set aside for Buy Indian firms. Eligible bidders must be onshore organizations based in the United States.
