The City is seeking an Application Service Provider or Software as a Service learning management system to host and deliver landlord training courses. The agency needs a comprehensive, cloud-hosted platform scaled for an initial base of fifty active users, hosted in an international cloud environment like Amazon AWS with a guaranteed ninety-nine point five percent uptime on a twenty-four-seven basis. The project covers platform licensing, hosting, standard implementation, and any out-of-scope development necessary to customize and launch the training courses. The selected contractor must provide remote training for City administrators to operate the platform, along with rate options for onsite training. The agency also requires ongoing technical support through a dedicated support desk governed by a service level agreement. Performance of all contract work will take place offsite. Eligible bidders must be onshore organizations based in the United States of America. Bidders must submit any questions regarding this opportunity no later than August 31, 2026.
