Web-Based Parking Citation, Parking Enforcement and Permit Management Software

The City of San Clemente is seeking a vendor to provide a comprehensive, web-based parking citation, parking enforcement, and permit management software system, which includes processing services and program management. The agency needs to solve the challenge of managing parking operations by implementing a system where customers can create online accounts, upload attachments, purchase permits, and manage their accounts. The platform must feature a website to manage purchases, payments, and appeals, while supporting real-time citation imports and payment processing for credit cards, Apple Pay, and Google Pay. The scope of work requires the system to manage and track administrative reviews and hearings, provide real-time mobile updates, and allow mobile software settings to be configured from the central parking management system. The requested mobile software must support citation issuance, tire chalking, permit verifications, and meter payment checks. Additionally, the system must integrate with Passport as a pay-by-cell parking system that connects with Data Ticket Inc. systems. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of all work to be conducted offsite.
