Assessor staff will utilize this platform for mass appraisal, property tax assessment, assessment review, decline-in-value analysis, ratio studies, market trend analysis, Assessment Appeals Board hearings, litigation support, and other property tax administration functions. The agency needs to solve the problem of accessing centralized, reliable market data to support these critical property tax administration duties. The scope of work requires the platform to provide comprehensive market, sales, lease, ownership, and property information for all major commercial property categories located within San Mateo County and comparable market areas. The requested system must feature advanced search functionality, comparable sales and lease search tools, geographic and map-based search capabilities, and custom reporting functionality. Additionally, the agency requires data export functionality, property comparison tools, market analytics dashboards, and user-defined filtering and sorting tools. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of all work to be conducted offsite.
