New Zealand - Payroll Solution and Implementation Services

The Crown Research Institute is seeking a payroll solution and implementation services to modernize and enhance its capabilities. The agency needs to consolidate four existing payrolls into a single unified payroll solution while maintaining accuracy, auditability, and compliance throughout the transition. The project requires supporting separate payroll operations for Grasslanz Technology Limited and providing material support for the Bioeconomy Science Institute, which is responsible for extracting and providing legacy payroll data. The selected provider must design and configure the payroll solution, including solution architecture, organizational structures, pay elements, rules, workflows, security roles, controls, and integration design. The scope of work covers providing a staging and test environment, defined migration templates, target data structures, and data mapping and conversion specifications to support the migration of current and historical payroll data. The agency requires support for migration rehearsals, parallel payroll runs, validation, exception reporting, and reconciliation of variances prior to go-live, using either staged or big-bang migration approaches. The proposed solution must handle payroll processing, including statutory deductions, KiwiSaver, leave calculations, payday filing, reporting, enablement of Oracle Fusion integrations, security, auditability, and controls. The agency requires the complete preservation of historical payroll data and compliance with all New Zealand legal and regulatory requirements for data retention, archival, and secure disposal. Performance of the work will take place offsite. Only onshore organizations based in New Zealand are eligible to bid for this opportunity.
