Integrated Library System and Related Services

The Santa Clara County Library District is seeking an integrated library system and related services to replace its existing SirsiDynix Horizon system. The agency needs to solve the challenge of migrating all existing data to a new, highly secure platform while ensuring seamless, continuous operations. The project covers full system implementation, data conversion, workflow setup, end-user and administrator training, and post-implementation hyper-care support. The scope of work requires the system to be available twenty-four hours a day, seven days a week, with exceptions limited to pre-scheduled and publicly announced maintenance windows. The system must operate seamlessly on mobile devices with a mobile-responsive user interface and support major web browsers including Microsoft Edge, Google Chrome, Apple Safari, and Mozilla Firefox. The agency requires all sensitive data to be encrypted while in use, at rest, and in transit using industry-standard methods. Web content and mobile applications created for public use must comply with Level A and Level AA or higher success criteria of the 2018 or later Web Content Accessibility Guidelines. Bidders must be onshore organizations based in the United States to be eligible for this opportunity. The agency expects the performance of the work to be conducted offsite. The agency is looking for proposals to determine the budget and will award a contract for a period of five years. The agency will hold a pre-bid meeting on July 14, 2026, to address initial inquiries. Bidders must submit all questions regarding the opportunity no later than July 24, 2026. The evaluation criteria will focus on the ability to deliver comprehensive, fully indexed, and searchable documentation for both system administrators and end users, which must be updated with each major release.
