Radiological Assessment System

The government authority located in Washington, DC, is seeking technical support for the Radiological Assessment System for Consequence Analysis (RASCAL) computer code and emergency response assessment tools. The agency needs to maintain and update the existing coding framework and capabilities of RASCAL version 5.x, including its primary and additional tools. The project aims to solve the need for continued code development and software enhancements to ensure robust emergency response assessments. The scope of work covers incorporating dynamic mapping capabilities that generate map backgrounds for plume footprints at any release location worldwide. The software must allow users to select map backgrounds from various internet sources, utilize a pre-loaded map background without an internet connection, and incorporate user-developed map layers. Additionally, the agency requires the development of new documentation describing models and methods, alongside ongoing maintenance of the technical documentation and software quality assurance. The selected provider must deliver technical support to agency staff, contractors, and international and domestic RASCAL users. This support will take the form of technical presentations, tutorial sessions, conference calls, training sessions, meetings, technical help requests, and written correspondence. These activities will assist the agency staff with code development and maintenance functions. Only organizations based in the United States are eligible to bid on this opportunity. The agency requires the performance of all work to take place offsite. The agency is currently looking for proposals to determine the budget for this project.
