Configuration Management Software

The agency is seeking a vendor to provide, configure, and install a configuration management software system equipped with a ticket management module. This system must improve information accuracy, identify information ownership and relationships, and enforce information governance through automated classification. The agency requires contextual search, retrieval, viewing, and printing of documents, alongside change management and change effects analysis to ensure all affected information is considered during planning. The software must fully integrate with configuration management and asset tracking processes, allowing users to link historical and existing tickets, assets, change requests, systems, locations, users, and documents. The agency needs customizable dashboards, a document requisition facility for internal and external parties, and tracking for certificate and support agreement expirations. Additionally, the system must allow peer-to-peer relationships between physical items and feature a simple Google-like search capability. The agency requires the software to track the installation and progress of both the four segments of the Positive Train Control system and assets outside of that system. The system must capture requirements linked to a functional breakdown of the infrastructure asset, create lists of configuration items from documents, spatial data, or physical assets, and import these items from supplier systems. The software must enable views of historic, actual, planned, and released baselines, while also creating customizable reports that separate API-automated tickets from user-created tickets. Eligible bidders must be onshore organizations based solely in the United States. The selected vendor will perform all work offsite. The agency is currently looking for proposals to establish the project budget. The agency will hold a pre-bid meeting on July 9, 2026, and bidders must submit all questions no later than July 21, 2026.
