Cloud Hosted Electronic Bidding Services

The county is seeking a vendor to provide a cloud-hosted electronic bidding platform to modernize and streamline its procurement processes. The agency needs to solve the challenge of managing physical bid submissions, tracking bidder actions, and communicating updates manually. The requested system must facilitate online bidder registration, provide detailed usage instructions, and allow bidders to upload, save, and transmit all legally required forms, disclosures, and certifications. The scope of work covers implementing a platform that prompts bidders when required documents are missing and electronically transmits all responsive materials to the county. The system must feature timestamping and permanent logging of all county and bidder actions, a public question-and-answer portal, and the ability for the county to extend submission deadlines. Additionally, the platform must allow the county to track document downloads, view submissions immediately after deadlines, and manage individual, password-protected user accounts with restricted and segregated permissions. Eligible bidders must be onshore organizations based in the United States. The county requires all performance of the work to be completed offsite. Bidders must submit their proposals digitally via email or online, and the county is currently looking for proposal submissions to determine the budget. The county will award a contract with a term of four years. All questions regarding this opportunity must be submitted no later than July 14, 2026.
