Outpatient Mental Health Services

The Merced County behavioral health authority is seeking a vendor to deliver outpatient mental health services and supports for individuals with serious mental illness and substance use disorders. The agency needs to establish a full continuum of care that includes outpatient clinical treatment, crisis response, recovery supports, outreach and engagement, and early intervention programs. This initiative also addresses workforce education and training, capital facilities, and technological needs to support the service delivery system. The scope of work requires the provider to implement housing interventions to promote housing stability for the target population. These interventions must include rental and operational subsidies, housing navigation, tenancy support, and supportive housing services. Additionally, the agency requires Full Service Partnership programs that are community-based, trauma-informed, recovery-focused, and delivered using a whole-person approach in partnership with families or natural supports. Eligible bidders must be onshore organizations based in the United States. The agency requires the performance of all work to be conducted offsite. The buyer is looking for budget proposals from bidders rather than providing a pre-determined funding limit. Bidders must submit all questions regarding this opportunity no later than July 14, 2026.
