Medicaid Third Party Liability, Recovery Audit Contractor and Medicaid Estate Recovery Services

The agency is seeking a vendor to provide Medicaid third party liability, recovery audit contractor, and Medicaid estate recovery services. The agency needs to solve the problem of identifying and recovering Medicaid funds through managed care third party liability data exchange, managed care secondary recovery, subrogation and casualty reduction, cost avoidance, and the Health Insurance Premium Payment program. The selected contractor must adapt to program changes after implementation, maintain conforming accounting systems, and operate all necessary systems, infrastructure, applications, and services. The scope of work covers supporting the collection, exchange, storage, access, retention, and transmission of all information necessary to perform the services. The contractor must protect all protected, confidential, sensitive, or regulated information using industry-standard encryption and data protection practices consistent with applicable laws, regulations, state policies, and enterprise security requirements. The project also requires supporting all data conversion, migration, transition, and implementation activities to ensure continuity of operations while complying with agency enterprise data governance, data quality, and information management requirements. Eligible bidders must be onshore organizations based only in the United States. The performance of the work will be conducted offsite. The agency is looking for proposals to determine the budget, and the resulting contract period will be for four years.
