Third Party Administrator Service

The agency is seeking a third-party administrator to implement a rural workforce incentive program designed to recruit and retain healthcare professionals in rural communities. This program aims to solve healthcare staffing shortages through ladder payments, recruitment incentives like signing bonuses and relocation stipends, retention bonuses for multi-year commitments, and healthcare education awards. The selected vendor must develop a comprehensive program design that includes eligibility criteria, payment structures, award limits, participant agreements, workflows, documentation standards, compliance approaches, reporting processes, and implementation recommendations. Additionally, the scope of work requires designing an outreach and recruitment plan to promote participation among eligible healthcare professionals and students. The agency requires that the administrator be an onshore, USA-only organization. All performance of the work will take place offsite. The contract period will span five years. The agency is looking for proposals to determine the budget for this initiative. Bidders must submit all questions no later than July 22, 2026.
