The issuing agency is seeking a cloud-based Software as a Service (SaaS) HR and managed payroll solution. The agency needs to solve the challenge of managing employee lifecycles, payroll, benefits, goals, and recognition within a single, integrated system. The requested solution must provide an overview of its architecture, including whether it is private or multi-tenant and which cloud platforms it utilizes. The scope of work covers a configurable multi-stage approval workflow with delegation, reminders, and audit trails from hiring managers to executives. The system must support onboarding records linked to employee master records, calendar-based views with location-specific public holidays, and a central, manageable employee benefits catalogue with trend analysis. Additionally, the agency requires goal management with annual reviews, ad hoc and scheduled reporting exported to Excel, CSV, and PDF, live dataset connectivity to Power BI, and a mobile-friendly employee recognition system with dashboards. Payroll records must link directly to the employee master record, allowing authorized overrides with a clear audit trail. Only onshore United Kingdom organizations are eligible to bid for this opportunity. The performance of the work will take place entirely offsite.
