WyVisNet Off the Shelf Software and Website Solution

The Wyoming Department of Environmental Quality Air Quality Division is seeking a customizable, off-the-shelf software and website solution using the existing WyVisNet Uniform Resource Locator. The agency needs a comprehensive cloud-based system to upload or poll raw, validated, and quality assurance/quality control data, track air monitoring assets, and report data to the Environmental Protection Agency AirNow and Air Quality System databases. This solution will solve the agency's lack of physical servers and computer database storage by providing a hosted backend software for day-to-day ambient air monitoring activities alongside a public-facing website. The scope of work covers the reception of data and images from agency ambient air monitoring special purpose monitoring stations and state or local air monitoring stations. The selected vendor must create individual webpages for each monitoring station displaying near real-time ambient air data, meteorological data, camera images, and text. The agency requires an internal administrative website or software to query data, evaluate data, access camera images, post messages to the public website, submit data to AirNow, manage sites and monitors, perform data validation, prepare data for Air Quality System submittal, and track quality assurance activities and assets. The project also requires improved mobile device functionality for both the public and internal websites, migration of static content webpages, and preparation and acceptance testing of a restricted-access testing website. The selected vendor must collaborate with the agency to develop a Maintenance, Operation, and Hosting Plan for the solution. The contract period will span one year, and all work must be performed offsite within the United States. Bidders must submit all questions no later than July 14, 2026. The agency is looking for proposals to determine the budget and will accept digital submissions via email or online. Eligible bidders must operate onshore within the United States.
