The agency is seeking the end-to-end design, development, and deployment of Navigate, a data-led integrated digital platform to support strategic decision-making. This project addresses the need for a cohesive system by requiring the creation of user experience designs and wireframes for three minimum viable product modules. These designs must align with pre-defined screen layouts, feature hierarchies, epics, and user stories, while undergoing iterative validation with target end-users. The scope of work covers high-level and low-level solution architecture to ensure interoperability, codebase maintainability, and adaptability for future feature expansion across data ingestion, processing, storage, and presentation layers. Additionally, the selected provider must handle public data ingestion, processing, enrichment, platform development, deployment, and end-user testing and acceptance.
