Short-Term Rental Registration, Compliance and Occupancy Tax Software

Westchester County is seeking a vendor to provide short-term rental registration, compliance, and occupancy tax software. The county needs to solve the challenge of effectively identifying short-term rental properties, communicating with property owners and managers, and managing registration, tracking, tax filing, and tax collection. The desired software must integrate and share data with local municipalities and rental booking platforms while supporting compliance with local ordinances. The scope of work requires the software to identify online listings across all booking platforms and accurately match them to physical properties with verified matching criteria. The system must distinguish between different property types, identify advertised minimum lengths of stay to filter out long-term rentals, and support real-time API data exchange with third-party applications. Additionally, the software must facilitate self-service tax filing, allow property managers to remit taxes for multiple properties in a single upload, calculate interest and penalties on late filings, and export data in CSV, MS Excel, and JSON formats. Eligible bidders must perform all work offsite and must be located onshore within the United States. The county is requesting proposals to determine the budget for this project, and the resulting contract will span a period of one year.
