Cloud-Hosted Electronic Procurement Software

The County of Maui is seeking a vendor to provide a cloud-hosted electronic procurement software solution. The county needs this software to increase efficiencies in the solicitation and submission of offers, the provision of revisions or addenda to advertisements of offer documents, the use of reverse auctions, and other related practices utilized in the determination of lowest responsible and responsive bidders. The system must include software licensing, maintenance, and support. The requested scope of work requires a platform that allows users to upload and save completed forms, disclosures, and certifications. Prospective bidders must have the ability to electronically transmit, and the county must be able to receive, all documents responsive to and required to be submitted either with the offer or before the contract award. The selected vendor must provide platform-related help desk support for prospective bidders and the county through the internet, email, and at least one toll-free telephone number. The software must allow the county to download and print each submission package, tabulate offers into a spreadsheet format, and publish bid results and award decisions online. The platform must remain in conformity with all current federal, state, and local laws and regulations, and the system must adjust its capabilities to conform to any future changes in these laws. The county also requires customizable options for fields, tabs, and pages to accommodate its specific submission requirements as needed. Eligible bidders must be onshore organizations based in the United States. The county allows the performance of the work to be conducted offsite. Bidders must submit their proposals digitally via email or online, and the county is currently looking for proposals to determine the budget.
