Memorials Integration and Innovation Solution

The Department of Veterans Affairs is seeking a vendor to provide a memorials integration and innovation solution. The agency needs to modernize, enhance, deploy, operate, maintain, sustain, and continuously improve its product line, specifically focusing on the agile software development, enhancement, modernization, and sustainment of the VA-EISS. This initiative aims to solve integration challenges by implementing robust application and data integration services that support both internal and external agency business systems. The scope of work covers agile software development, DevSecOps, continuous integration and continuous delivery, infrastructure automation, configuration management, and release management. The selected vendor must perform cybersecurity engineering, Risk Management Framework compliance, vulnerability remediation, continuous monitoring, and Authority to Operate sustainment. Additionally, the project requires database engineering, data architecture, migration, administration, enterprise geospatial services, web mapping applications, and geographic information system platform support. The agency also requires user experience design, accessibility services, and Section 508 compliance activities. The operational scope includes maintenance, monitoring, incident response, service desk escalation support, training, documentation, knowledge management, and organizational change management. At contract completion, the vendor must provide transition support, including the transfer of knowledge, artifacts, documentation, and operational responsibilities. Eligible bidders must be onshore organizations based entirely in the United States of America. The agency requires the performance of all work to occur offsite. The agency is currently looking for proposals to determine the budget and has not disclosed specific evaluation criteria or key dates in the initial request.
