Cloud-Hosted Retirement Plan Tracking Software

The agency is seeking a vendor to provide a cloud-hosted retirement plan tracking software solution to support its administration. The solution must be a fully hosted Software as a Service or equivalent cloud deployment that requires no on-premises infrastructure, including compute, database, or storage components. The system must support seamless, non-disruptive upgrades with no required system downtime for maintenance. The requested scope of work requires the solution to track three or more tiers of retirement plan types, including grandfathered provisions, and to accurately calculate benefits based on eligibility rules. The platform must offer online services for employees to calculate retirement options at various ages and circumstances, configure spouse and beneficiary elections, and process life events such as leaves of absence, disability, military leave, and participant death. Additionally, the vendor must migrate data from the agency's current system and provide capabilities for electronic signatures, online retirement applications, and annual participant statements. The agency also requires tools for administrators and employees to perform retirement calculations using variable salary changes to forecast future salary, pension, or cost-of-living increases. The system must enable audits on events like death to modify or discontinue payments, audit and correct calculations in the current system prior to migration, track working retirees with eligibility and expiration dates, process lump-sum benefit payouts, and report on vesting status and service tracking. To be eligible for this opportunity, bidders must be onshore organizations based solely in the United States. The agency requires all performance of the work to be conducted offsite. The agency is looking for proposals to determine the budget for this project, and bidders must submit all questions no later than July 10, 2026.
