RFI for Volunteer Management System

The Oregon Department of Parks and Recreation is seeking information to identify a volunteer management system that satisfies specific functional, technical, and operational capabilities. The agency requires a Software as a Service or custom-built solution to serve as a tool for volunteer administration and record keeping. This system must allow volunteers to securely log in from personal computers or mobile devices to manage their profiles, track service history, and monitor progress toward prerequisites. The requested scope of work covers nine core areas including profile management, opportunity management, time tracking, scheduling, communications, reporting, event management, integrations, and background checks. Administrators must be able to create custom application forms, configure approval workflows without vendor intervention, merge duplicate profiles, and manage secure notes with restricted access controls. The system must also support master volunteer records that are accessible across all agency locations to track training, awards, and agreement expirations. Eligible respondents must be onshore organizations based in the United States. The agency expects the performance of all work to occur offsite. The agency is currently looking for proposals to understand budget parameters for this system. Interested parties must submit all questions regarding this request no later than July 14, 2026.
