RFI for Driver Licensing Modernization Modernization System

The agency is seeking information to replace its aging driver licensing platform, which currently suffers from significant functional gaps across nearly all operational areas. The existing system relies heavily on manual processes, disconnected platforms, and institutional knowledge to compensate for limited automation and integration capabilities. The agency aims to establish a unified system of record across driver licensing, enforcement, and financial operations while improving the customer experience through expanded self-service and digital channels. The requested scope of work covers a driver licensing modernization system that automates daily tasks and data processing while expanding data access, data quality, and reporting tools. The system must include robust document and image repository management for storing, retrieving, and managing scanned documents, forms, photos, and letters. Additionally, the agency requires audit management tools for research, logs, reports, and scorecards, as well as a data warehousing solution with a self-service business intelligence layer. The agency is interested in both hosted driver licensing solutions and support for on-premise solutions. Eligible respondents must be onshore organizations based in the United States. The agency will allow the work to be performed either onsite or offsite. Respondents must submit their information digitally via email or online, and the agency is currently looking for proposals to determine budget details.
