AI Procurement Card Auditing Services

The State of South Carolina is seeking an onshore, United States-based vendor to provide artificial intelligence procurement card auditing services. The agency needs an automated monitoring system to audit one hundred percent of all procurement card transactions made by state agencies and institutions of higher education. This system must identify questionable expenditures in near-real time based on state and agency policies, allowing management to terminate or report non-compliant transactions. The project covers the development of spend characteristics and patterns by cardholder using artificial intelligence. The system must apply specific criteria by card type as required by State Procurement Card Policy and management. The selected vendor will deliver actionable information via electronic notifications to the appropriate level of management at least daily and provide state-wide visibility on card usage and audit results through near-real-time dashboards. The agency aims to reduce the time spent on manual reviews by focusing human effort on wasteful and non-compliant transactions, thereby generating savings in manual effort and non-compliant spend. Eligible bidders must be organizations based in the United States, and the performance of all work will occur offsite. Bidders can submit their responses digitally via email or online.
