RFI for Artificial Intelligence Engineering Services - Sources Sought

The issuing agency is seeking information to identify qualified sources capable of providing comprehensive artificial intelligence engineering services. The agency needs to address complex technological challenges by implementing advanced AI capabilities, including Large Language Model integration, context engineering, and Retrieval-Augmented Generation pipeline design and optimization. To support these initiatives, the agency requires expertise in agentic AI, multi-agent orchestration utilizing the Model Context Protocol, and multimodal AI capabilities. The requested scope of work covers full-stack AI application development, Machine Learning Operations, and Development, Security, and Operations. The selected provider must deliver adversarial AI security testing, responsible AI governance, human-in-the-loop design, and AI incident response protocols. Additionally, the project encompasses cloud AI deployment, the production of AI-specific software bills of materials, and the execution of testing across three distinct environments. The agency also requires data engineering and extract, transform, load or extract, load, transform pipeline development tailored for AI workloads. Support services must include AI use-case inventory management and AI governance program support, specifically the creation of model cards, bias and fairness evaluations, and explainability documentation. To ensure user adoption, the scope includes user interface and user experience design, featuring wireframing, prototyping, and Figma-based design. Eligible respondents must be onshore organizations based entirely in the United States. The agency specifies that all performance of the work will occur offsite. Regarding budget, the agency is currently looking for proposals to determine cost structures, and no specific key dates or evaluation criteria are provided in this initial inquiry.
