RFI for Intranet Portals and Related Services

The government authority located in Cheyenne, Wyoming, is seeking information regarding available intranet portals and related services to support secure, reliable, and user-friendly internal communication and information sharing. The agency needs a solution that provides internal communication capabilities such as announcements, news, targeted messaging, alerts, and employee engagement features. Additionally, the agency requires document management capabilities including repositories, version control, metadata management, search functionality, and content lifecycle management. The scope of work covers enterprise calendaring, scheduling, event management, and collaborative capabilities. The agency is requesting information on user authentication, role-based permissions, content governance, confidentiality protections, and support for restricted or sensitive information. Integration capabilities are required for Microsoft technologies and other enterprise systems, including Microsoft Entra ID, Active Directory (Azure Active Directory), Microsoft 365, Teams, SharePoint, available APIs, identity management, and single sign-on capabilities. The agency is also seeking details on cloud-hosting deployment options, hosting environments, system availability, resiliency, backup, disaster recovery, scalability, reliability, and long-term sustainability. Administrative tools, reporting, analytics, dashboarding, search capabilities, content management, and workflow administration functionality are also part of the requested scope. The agency is interested in artificial intelligence capabilities, including intelligent search, content recommendations, document summarization, automation, and other productivity-enhancing features. The request covers implementation methodologies, project timelines, support models, training approaches, change management strategies, and adoption considerations. Finally, the agency wants to learn about industry best practices, lessons learned, and vendor experience supporting judicial, governmental, or other highly regulated public-sector environments. Eligible bidders must perform the work offsite and must be located onshore within the United States only. The agency is looking for proposals to determine the budget, and the anticipated contract period will be for one year. Bidders must submit all questions no later than July 14, 2026.
