Independent Evaluation Services

The City of Vallejo, California, is seeking a United States-based vendor to provide independent evaluation, data collection, reporting, and technical assistance services for multiple state and federal grant-funded public safety initiatives. The agency needs to establish data collection methodologies and performance tracking systems to monitor implementation progress, identify barriers, and ensure fidelity to evidence-based and grant-required program models. To solve these tracking and compliance challenges, the selected partner will conduct both process and outcome evaluations for all major project components. The scope of work requires the development and refinement of a comprehensive Local Evaluation Plan that aligns with state and federal requirements. The selected vendor must design data collection protocols, participant tracking systems, and outcome measurement tools to monitor program progress toward violence reduction and stabilization outcomes. Additionally, the agency requires the vendor to conduct stakeholder interviews, focus groups, participant surveys, and analyze operational- and systems-level impacts. Eligible bidders must be onshore organizations based entirely in the United States. The agency expects the selected vendor to perform all work offsite. The agency has not disclosed a set budget and is looking for cost proposals within the submitted bids. Bidders must submit all questions regarding this opportunity no later than July 8, 2026.
