Business Impact Analysis and Disaster Recovery Gap Assessment Services

A government authority located in Illinois is seeking a vendor to provide business impact analysis and disaster recovery gap assessment services. The agency needs to evaluate its operational, financial, legal, regulatory, reputational, and member service impacts associated with disruptions to critical business functions. To solve these resilience challenges, the agency requires a comprehensive review of its business continuity plans, disaster recovery plans, policies, standards, procedures, and related documentation. The scope of work for the business impact analysis involves conducting interviews, workshops, surveys, and other information-gathering activities with approximately twenty-four departments and applicable technology stakeholders. The selected vendor must identify and document internal and external dependencies that may impact continuity and recovery capabilities. Additionally, the project covers evaluating the current state of the disaster recovery program, including governance, processes, technologies, recovery strategies, testing practices, and supporting documentation. For the disaster recovery gap assessment, the agency requires an evaluation of current backup, recovery, replication, failover, and restoration capabilities across critical applications, infrastructure, data, networks, cloud services, and third-party services. The vendor must identify disaster recovery gaps, risks, single points of failure, control weaknesses, and improvement opportunities. This assessment must measure the maturity and effectiveness of the current program using recognized industry standards such as NIST CSF, NIST SP 800-53, and NIST SP 800-34, while also accounting for planned technology modernization initiatives and known future-state changes. Eligibility is restricted to onshore organizations based in the United States. The agency permits the performance of the work to be completed offsite.
