Prison-Security Camera System Upgrade Service

The Colquitt County Sheriff's Office in Moultrie, Georgia is seeking a contractor to provide a turn-key upgrade service for the prison-security closed-circuit television camera system. The agency needs to replace all existing analog cameras with internet protocol cameras and remove the outdated analog equipment. This project aims to solve security monitoring limitations by establishing a modern, easily expandable system with advanced software capabilities. The scope of work covers the installation of internet protocol cameras, a smart search feature, video analytics, zone routing, zone counting, and push notifications using the most current software programming available. The contractor must also provide licensing and setup for a video wall, as well as surge protection for all power and data ports. Upon completion of the entire installation and prior to final payment, the agency requires both a twenty-four by thirty-six inch hard copy and an electronic copy of the as-built plans. Eligibility is restricted to onshore organizations based in the United States of America. While the physical installation occurs at the prison facility, the agency indicates that performance of the work will be offsite. Bidders must submit their proposals digitally via email or through the designated online portal, and the agency is currently open to all budget proposals. The agency has scheduled a mandatory pre-bid meeting for July 14, 2026. Bidders must attend this meeting to remain eligible for the contract award. The evaluation criteria will focus on the technical capabilities of the proposed system, including its capacity for future camera expansion.
